Quest app: developer mode while Meta approval is pending

The Meta Horizon Store release is not approved yet. You can use Quest Browser now; it does not require sideloading. The optional native developer build requires Meta's developer setup, a computer and USB installation. It is an early release, not a Meta-approved store download.
